Improving Co-Operation between the NGO's and the Public Sector and Strengthening The NGO's Democratic Participation Level  TUR05EU073 projesinin ihalesine katılan  4 Uluslararası  Konsorsiyumdan Alman Kökenli GFA Holding konsorsiyumunun teklifinde Networking, and Communication konusunda Kilit Uzman olarak önerildiği tanım:

"Our selected Networking, Coordination and Communication Expert, Mr. Melih Yalçιneli, is a graduated teacher who worked in projects involving many different aspects of facilitating networks and communication among large groups of stakeholders over the last eight years. During the last five years Mr. Yalçιneli worked mainly on projects funded by international donors and organized a large number of networking events, dissemination events and forums with participants from government, administration and civil society. As the Regional Manager for Ankara in a EU-funded project, he facilitated the regular dialogue between public and social sector stakeholders of the projects strengthening a joint ownership and commitment for the project. Earlier in his career, Mr. Yalçιneli gained first-hand experience in the design of web-sites and complex web-portals from giving technical and contents-related inputs. Having worked in IT- and Web-related assignments for several years, Mr. Yalçιneli acquired hands-on knowledge of IT tools for web-design, web content management, communication and MIS tools. Moreover, Mr. Yalçιneli is conversant in organising Media and PR contacts and in editing PR materials and very familiar with the EC Visibility Guidelines based on his recent EC-project experience. Mr. Yalçιneli has a high personal commitment and large personal network among Civil Society stakeholders and personally initiated the “Science Magic” Community Project which was awarded a special recognition by the World Bank. Mr. Yalçιneli’s main responsibilities and tasks as networking, coordination and communication expert will be:

-        Execution of all activities related to networking, coordination and communication of the project;

-        Invitation of the possible stakeholders of the project to the necessary meetings, seminars, Focus Group Meetings, conferences, training activities, possible organisation of study visits and other similar events;

-        Design and update the web-site of the project and web-forum and project brochure, best practice publication and other project publications;

-        Establish a specific NGO directory with NGOs interested in NGO-Public Sector Cooperation.
